Tony A. Proctor, 64, of Front Royal, Virginia passed away on Thursday, April 14, 2022 at Winchester Medical Center in Winchester, Virginia. Born on August 29, 1957 in Washington, D.C., he was the son of the late Edward and Mary Proctor. Tony earned a B.S. cum laude in Criminal Justice in 1999 from Florida State University and a J.D. with special honors from Oklahoma City University School of law in 2003.

Tony served in the United States Marine Corps for 10 years. During cold weather maneuvers in the Arctic, Iceland and Norway he took part in one of the Navy’s rarest line-crossing ceremonies (rarer still for a Marine) where he was inducted into the “Order of the Blue Nose” after crossing the Arctic Circle.

In 1986 Tony joined the U.S. Department of State’s Diplomatic Communication Staff and was detailed to Secretary of State George Schultz’s and James Baker’s staffs.  He traveled with the Secretaries to G7, Economic, and NATO Summits in Rome, Venice, Vienna, Brussels, and New York. Tony traveled with Secretary Schultz to his many homes across the U.S. and on three occasions to the Masters Golf Tournament staying with the Secretary at the famous Eisenhower Cabin near the 10th tee at Augusta National. In 1989 Tony joined the Diplomatic Security Service serving as a Foreign Service Officer.  He traveled widely in Latin America, Europe and the Middle East and the Far East.  As a Foreign Service Officer, Tony also served overseas tours in Ankara, Turkey, Amman, Jordan, Riga, Latvia, and Kiev, Ukraine before retiring in 1998.

Tony and his wife Teresa (Terry) Young, also a Foreign Service Officer, met in 1989 while both were working at the U.S. Embassy in Moscow, Russia and married in 1992. In retirement, Tony followed Terry overseas during her assignments to Frankfurt, Germany, Ankara, Turkey, and Damascus, Syria and continued to work for Diplomatic Security.  Tony and Terry traveled extensively around Europe, the Middle East, and the lower 48 finally settling in the mountains near Linden, Virginia.

Tony was a lover of all things outdoors, camping, wildlife, target-shooting, cross-country motorcycle roadtripping, and referred to his beloved “King Ranch” as the Wolf Pup .  He was also an amazing chess player, a skill he developed as a young Marine. But most of all Tony loved and revered his family.

Tony is survived by the following family members, his wife Terry, son Martin Maglione (Amanda) and two grandchildren, siblings Darby Proctor (Cindy), David Proctor (Sharon), Bruce Proctor (Elaine), Melissa Proctor, Michael Proctor (Taloria), Shanta Proctor, Allison Proctor, Matthew Proctor and Tammy Proctor, Mother-in-law Dorothy Young, Sister-in-law Lisa Young and her son Douglas Key, Brother-in-law James Young (Candi) and their sons James Young and Jacob Young, Aunts and Uncles Doris Proctor, Deloris Wilson, Bernadette Swann, Abraham Proctor and a host of nieces, nephews, great nieces, great nephews,  and cousins.

Services will be held at 10:30 a.m., Saturday, April 23, 2022 at Grass Creek United Methodist Church with Pastor David Sommers officiating.

Visitation will be from 4:00-7:00 p.m., Friday, April 22, 2022 at Rans Funeral Homes & Crematory, Metzger Chapel, 123 E. Main St., Kewanna, IN.

Burial with Military Rites will be performed at Grass Creek Cemetery.
